Lindsay McPhail, Co-Project ManagerLindsay is currently a graduate student at the UCSB Bren School of Environmental Science & Management. As a Sustainable Water Markets Fellow, she is pursuing concentrations in Water Resources Management and Economics and Politics of the Environment. Lindsay interned with the Environmental Defense Fund as a Water Analyst Intern where she researched incentives for agricultural producers to participate in groundwater recharge and banking programs. Prior to Bren, Lindsay lived in Washington D.C., where she worked as a cost analyst at Technomics Inc. In this role she led economic analysis and process improvement projects for the Army, the Navy, and the U.S. Department of Agriculture. Lindsay graduated from Penn State in 2013 with a BS in Community, Environment and Development, a BS in Economics with a concentration in Environmental Economics and Policy, and a BA in Spanish. For her undergraduate thesis, Lindsay assessed economic water quality trading models for the Chesapeake Bay. As an intern for Sandia National Laboratories in Albuquerque, New Mexico, she supported a national drinking water infrastructure project. When she’s not doing school work, Lindsay enjoys running, hiking, yoga, and keeping up with the New York Times and water blogs.
Kelly Bourque, Co-Project ManagerKelly is currently a Bren Master’s student studying the intersection between Water Resource Management and Economics as a Sustainable Water Markets Fellow. Kelly interned at Denver Water this summer working as a Demand Planning Intern on Denver Water’s short and long range planning models in anticipation of Denver’s population boom. Before attending the Bren School, Kelly graduated from the University of California, Santa Barbara with a Bachelor of Science in Hydrologic Sciences in 2014. As an undergraduate, Kelly performed research in Costa Rica, studying how local soils can be used to reduce the impact of graywater pollution on rainforest streams. After returning to Santa Barbara, Kelly pursued her interest in water resources and began interning with the Goleta Water District, gaining valuable experience in project management, stormwater permitting, groundwater monitoring, and modeling. Following her undergraduate graduation, Kelly was hired by the Goleta Water District as a Water Conservation and Compliance Specialist. In that role, she trained customers on water efficient irrigation, managed rebate programs, and worked to expand Goleta Water’s recycled water uses. As part of her duties there, Kelly worked with UCSB and the Division of Drinking Water to approve the use of recycled water for hauling, industrial cooling, and dual-plumbing
Cristóbal Loyola Angosto, Data ManagerCristóbal is currently a graduate student at the UCSB Bren School of Environmental Science & Management, pursuing the Corporate Environmental Management specialization. He interned this summer with PRé Sustainability in The Netherlands, researching methodologies to quantify externalities through the life cycle of products. Before coming to Bren, Cristóbal lived in Santiago de Chile, working in sustainable consumption and production, first in the Chilean NGO Fundación Chile as Project Analyst, and then in the startup Regenerativa as Project Manager, developing life cycle assessment projects for the government and private companies. Cristóbal graduated in 2012 as a Civil Industrial Engineer from Pontificia Universidad Católica de Chile with a double major in Economics & Management and Chemical Engineering. In his free time, Cristóbal enjoys playing soccer, biking, salsa dancing, and reading a good novel.
Anna Schiller, Finance ManagerAnna Schiller is currently pursuing a master’s degree at the Bren School of Environmental Science and Management with a specialization in Water Resource Management. She received a Bachelor of Science from UC Davis in Environmental Science with a minor in Wildlife, Fish, and Conservation Biology. After graduating from UC Davis, Anna worked at an economic and financial consulting firm focused primarily on projects with the National Park Service and California State Parks. In her spare time, Anna enjoys hiking, and gardening.
Wendy Bagnasco, Outreach Manager & EditorWendy is currently a Bren master’s student specializing in Corporate Environmental Management and Economics and Politics of the Environment, focusing on Strategic Communication. She has a strong interest in urban planning, resiliency design and the intersection of social and environmental sustainability. After graduating with a BA in International Affairs, she moved to Santiago de Chile for a number of years where she worked at an import-export start-up and as an analyst at IMS Health. Wendy is currently the Sustainability & Corporate Citizenship intern at Caesars Entertainment. She firmly believes that environmental, social, and economic justice are inextricably linked, and is committed to designing a more equitable world.

Ashley Larsen, Assistant Professor --Agricultural and Landscape Ecology
PhD, Ecology, Evolution & Marine Biology, UC Santa Barbara; MA, Economics, UC Santa Barbara; BS, Ecology & Evolutionary Biology, University of Michigan Ashley Larsen’s research interests center on the ecology of managed systems. Her research incorporates theory from ecology, economics, and public health to better understand how to produce the necessary food and fiber for a growing population while maintaining healthy ecological and human communities. She seeks to provide novel understanding of ecological processes using a combination of econometric and GIS tools. Her current projects focus on understanding the landscape drivers of agricultural pests, as well as the human health consequences of pesticide exposure. She has contributed to highly interdisciplinary teams on a range of topics from Lyme disease to sustainable fisheries. After receiving her PhD in 2015, she held a UC President’s Postdoctoral Fellowship in Environmental Science, Policy & Management at UC Berkeley. She joined the Bren faculty in 2016. |
Andrew Ayres, PhD Candidate
As a Sustainable Water Markets Fellow at the Bren School, Andrew will focus on the use of economic analysis and instruments to manage freshwater resources sustainably. Topics of particular interest include auctions for water and water-related services, utility water pricing, the establishment and dynamics of water markets, and the economics of aquatic habitat restoration, including rivers and floodplains. One goal, given the strong understanding of the science-policy interface he gained while working with scientists and policy makers, is to improve the degree to which scientific knowledge and insights from environmental economics are integrated into environmental decision-making. |
EDF’s Western Water program seeks to rebalance water use in the American West. The severe drought in California and the Colorado River Basin is hurting entire ecosystems across the West and negatively impacting the region’s agriculture and the economy. At the same time, the drought has created an opportunity to improve the way water is managed in the West. The Western Water program delivers sustainable policy and water management solutions to ensure that adequate water is available for rivers and wetlands which support wildlife, while also improving agriculture’s resilience in the face of variable water supplies.
